Die USA sind einer der wichtigsten Handelspartner für deutsche Firmen. Für den Import und Handel mit amerikanischen Waren ist es daher wichtig, die US Exportkontrollgesetze zu kennen. Beispielsweise enthalten Waren „Made in Germany“ häufig amerikanische Bauteile oder Komponenten. Diese können bei einem Export aus Deutschland noch immer der amerikanischen Exportkontrolle unterliegen, und eine Nichtbeachtung dieser Vorschriften kann u. a. zum Ausschluss vom Handel mit amerikanischen Produkten führen.

Gemeinsam mit Experten aus dem Bureau for Industry and Security (BIS) der US-Regierung, JonesDay, und der IHK Düsseldorf, laden wir Sie deshalb zu einer Informationsveranstaltung zum Thema Exportkontrolle ein. Die Teilnehmer erhalten einen detaillierten Einblick in die wichtigsten Elemente des US-Exportkontrollsystems für „dual-use“ Waren, bezogen insbesondere auf Re-Exportkontrolle. Das Programm beinhaltet außerdem ein Update zu den wichtigsten Sanktionen und Embargos, sowie Themen, die in der Zukunft eine Rolle spielen werden, wie beispielsweise cloud computing.

Mr. Todd E. Willis, Director, Munitions Control Division, Office of Strategic Industries and Economic Security at Bureau of Industry and Security, U.S. Department of Commerce

TODD E. WILLIS is the Director of the Munitions Control Division within the Office of Strategic Industries and Economic Security at the Bureau of Industry and Security (BIS). In this newly created Division he supervises, coordinates and expedites the process of munitions export licenses under the regulatory jurisdiction of the Department of Commerce (DOC). These responsibilities include serving as the senior advisor on dual-use and munitions technology issues within DoC and coordinating the review of export control issues among relevant USG organizations. Mr. Willis team also has lead responsibility to liaison with outside USG agencies, industry and international partners on DoC munitions concerns and regulatory reviews to protect U.S. interest and national security. Mr. Willis graduated cum laude with a Master of Business Administration Degree from California State University, Hayward and has a Bachelor of Arts in Political Economics from the University of Pacific

Karin Holloch, Partner, Jones Day

A certified Compliance & Ethics Professional International® (CCB), Karin Holloch concentrates on preventive compliance programs, compliance management, and internal investigations for global clients in Europe, the United States, and Asia. She also has experience in corruption prevention and in export control compliance.

Prior to joining Jones Day in 2017, Karin was the co-chair of the compliance initiative of an international law firm, as well as the head of international compliance for an industry-leading company in the retail sector where she set up and implemented global compliance management systems. She also worked as corporate counsel for METRO AG, one of the five largest retailers, by revenue, in the world, where she was responsible for expansion projects in Western, Central, and Eastern Europe, ranging from merger and acquisition activities to acquisition and development of real estate.

Karin is chair of the Regional Chapter Rheinland of Transparency Germany (NGO) and an elected member of the Statutory Assembly of the German Federal Bar.

Renato Antonini, Partner, Jones Day

Renato Antonini has been involved in many of the largest trade defense investigations in the EU and other jurisdictions during his 20 years of practice focused on the EU and WTO trade laws. Renato has extensive experience in EU and Italian customs and export control laws. He also advises clients in EU and Italian competition law, particularly in cartels, state aid, and abuse of dominance issues. Renato has an in-depth knowledge of the relevant laws and practice combined with a great understanding of clients' commercial interests.

Clients Renato has represented include governments as well as large corporations in steel, chemical, energy, financial, and other industries. Renato has assisted several clients in many EU and BRIC trade defense investigations, such as antidumping, antisubsidy, and anticircumvention investigations, as well as a full range of other trade matters, and he has successfully defended clients' interests before governments and courts. Renato recently successfully assisted Changshu City Standard Parts Factory and Ningbo Jinding Fastener in an appeal before the Court of Justice of the European Union against the antidumping duties imposed by the EU on imports of certain fasteners originating in China (C-376/15).

Renato is a regular speaker at seminars and conferences and has been invited by governments to hold training courses on export controls and trade defense. He is also a member of the International Academy of Customs Law.

Ken Walsh, Commercial Consul and Principal Commercial Officer

Ken Walsh is a member of the U.S. Department of Commerce’s Diplomatic Corps and received his confirmation by the U.S. Senate and attestation by the President in April 2014. He assumed his current duties as Commercial Consul and Principal Commercial Officer in Dusseldorf, Germany on July 17, 2015. In this role, he is responsible for promoting U.S commercial interests in Western Germany and encouraging investment by German firms in the U.S. market.

Prior to his current role, Ken served as Commercial Attaché in Moscow from 2011 to 2014. His portfolio of responsibilities included the vital Russian oil and gas and agricultural machinery sectors. While in Russia, Ken coordinated trade missions, executive visits, as well an industrial standards event in cooperation with the Russian Ministry of Industry and Trade. He was awarded the U.S. Department of State’s Franklin and Meritorious Honor Awards for his work to promote trade.

Ken began his career with the U.S. Commercial Service in 2006 serving in the St. Louis Export Assistance Center. In addition to assisting Missouri companies with their export plans, he authored “Preparing Your Business for Global E-Commerce” export Guide published by the International Trade Administration.
